Bob Popinski

Bob Popinski is the Senior Director of Policy for Raise Your Hand Texas. An expert on the Texas school finance system, he has provided in-depth bill and policy analysis for the past 10 legislative sessions. Before coming to Raise Your Hand Texas in 2018, he worked closely with hundreds of school districts for 16 years at Moak, Casey & Associates specializing in school funding issues, Chapter 313 agreements, and legislative analysis. He has also authored detailed studies on Texas’ fast growth school districts, tax appraisal limits, and the state’s school transportation funding system.

Bob holds a Master of Public Affairs from the LBJ School of Public Affairs at The University of Texas at Austin and a Bachelor of Arts in Political Science from St. Edward’s University. He was also a member of the Teach for America program and taught fourth grade in Phoenix.
